We defeated the Soviets by this policy. There are still a world full of despots to scare the #$%$# out of. Until they know we'll take action against anyone who acts against us, they'll keep baiting us. They've been doing it for decades. Finally, we're doing something to put an end to it. The U.S. acted in defense of the Iraqi civilians. The civilians are now able to show their true feelings with respect to Saddam. It's telling to see how angry this makes others. Much of the world is in disbelief that they were so completely wrong about what the Iraqis wanted, proving that they don't care about civilians at all.
