How about Utah in 03 and 04? 

I still maintain, it is rather "odd" to me that despite numerous changes of coaching regimes, despite many complete turnovers of players, despite multiple different Offensive and Defensive schemes, UF ALWAYS manages to be the most heavily penalized team in the SEC.  Yeah Yeah Yeah, accuse me of wearing a tinfoil hat on this one but....this defies any logic.  Do all 4 of the coaches UF has had in the last 20+ years teach undisciplined football?  Did Steve Spurrier stop teaching undisciplined football when he took the South Carolina job?  Urban Meyer when he took the OSU job?  Ron Zook when he took the Illinois job?  Why is it that UF was consistently the most penalized in the SEC under their tenures but the other teams they coached consistently were not?  I can find no rational explanation for this other than bias on the part of the officials.  They are and always have been looking to penalize UF more.
