What are you paying for the vouchers with, if not tax dollars? Where does the money come from, specifically? What do you do with kids who come from houses where parents neither know nor act in the child's best interest? There are a lot of those.

Why is helping people who have not been raised to interact well with others improve themselves "arrogant"? Is it arrogant if private organizations (those producers providing) do it? Basic civility, responsibility, and self control are not brainwashing. And there are many people in the US now who do not have role models or basic knowledge of what that all means. For most of recorded time, that came from good parenting in a solid family. That's why marriage (or at least stable long-term relationships) is better and has always been the basis for civil society.
