Yes some developers can take advantage of urban sprawl, making a lot of money in the short term, but the water has to go somewhere. I think it's poetic justice for the people of a state that hates government and regulations to be hoisted on their own petard.

Screw all the Latin American immigrants because an extreme few of them are violent criminals. Screw all the Muslims because an extreme few of them are terrorists. And screw all the Texans because their local governments are largely backwards. 

Texans are seriously suffering right now, real people, of every race, religion, creed, and political belief. They are suffering due to an act of nature. And as long as they are suffering it hardly seems appropriate to play politics with it.
