This could have a significant impact on cruise lines, given the number of shore excursions from Cozumel that involve PDC. ==============================Almost 30 years ago, my fiance and I took a couple of cruises from Tampa to Playa Del Carmen on the Veracruz, a 1950’s era rustbucket that caught fire and sunk a few years ago. Our first cruise was thwarted by Hurricane Gilbert, which wiped out Cozumel as we sailed aimlessly around the Gulf seeking a safe port. We returned to Tampa not having docked anywhere, but the now-defunct cruise line gave us vouchers for another voyage. We used them the following year. After arriving in Playa Del Carmen from the ship on a shuttle tender, my fiance was flim-flammed in the local market. I spotted the con and got into an argument with the merchant—in spanish. I called him a crook and used every slur I knew to no avail. Being a young, naive cop with a badge on his first international trip, I thought the Mexican policia would help us. We found the local police headquarters. It was straight out of a spaghetti western with a touch of the Andy Griffith Show—a square cinderblock building with white plaster and single cell built into the wall. Three police officers in their underwear were at a table playing cards. Flashing my badge to gain respect, I reported the marketplace crime with the help of the American occupant of the cell who had been there for three months awaiting court on a DUI charge. One of the officers asked the “commandante“ for permission to put on his uniform and help us. When approved, the officer dressed and we all piled into a 1960’s Chevrolet suburban—through the passenger door because it was the only one that worked. The officer took us to the vendor’s shop, where I repeated our accusation in spanish and the merchant stated his defense. After listening, the officer told me I had a very good case and should present it to the local magistrate. I said ”Heck yes, let’s go.” The officer replied that it was too bad the magistrate would not be available until 6:00 pm. I told him that was no problem, we would gladly wait. He smiled and said, “The boats that return to your ship stop at 5:00.” I am a sucker. A real stupid one.
