Congress passed the economic stimulus in Feb. 2009, what did Bush have to do with that? *

First, the Fed, the SEC, and the Treasury took some steps in Sept of 2008 (under Bush) . . . terminated short selling, insured investments, and relaxed some rules on group funding.  

Then there was TARP (Bush) . . . which was a big as Obama's later move.

And finally there was all the Feds moves beginning in 2008 and all of that dwarfed any of Bush and Obama's legislation and reg changes. (expanding its balance sheet from 800bn to 5Tr).

So the idea that Obama saved the world is just a bit over the top.
